CCYSA Minutes
June 12, 2002
Kim called the meeting to order at 7:20 p.m.
Attending were: Jill Butler, Pam Lettie, Kim Moyer, Chip Dodson, Frank Beam, Doug Lawrence, Mike Casey
Jill and Pam read the minutes. Chip made a motion to accept and Frank seconded.
TREASURERS REPORT: The treasurer's report said we have a bank statement balance of $14,703.90.
PARK: Soon all fields, even those at the schools will be county-run. Kim will coordinate field needs for camp with Terri and Mike Casey.
COACHES: Fifteen or so coaches came to the spring meeting. 2/3s turned in their equipment. Coaches wanted us to investigate getting more field for fall. Doug will figure out what size fields we need and if we can use our space better. The new field will be seeded in the fall, but we have to wait a year to use it. Increased participation may force earlier games. Playing with a smaller number of players on the field will give each player more ball time, but will require more fields, more coaches. It was made clear that the referee is in charge of the game no matter how old the referee is. We need infraction guidelines for parents/coaches. Coaches want to play even when the score goes massively against them. Good sportsmanship is expected, but teams continue play even when the score is uneven.
The board voted to exclude Doug Hunt as a coach, since he broke the rules by using unauthorized players in BRYSA games. Kim will send him a letter explaining our action, and will copy BRYSA so they know that his actions shouldn't reflect on CCYSA. Also, CCYSA will not be sponsoring Jeff Henry next season.
CARDS: ODSL and CCYS have different game cards. Dave McGuigan will create referee and coaches' evaluation cards. Jill will proof. McGuigan will contact the local club to check partnership on junior level and up.
TRAINING: Aug 9-10-11 is referee training. We have 14 in hand and 21 potential D-license training, which is close to the 16 minimum. We pay mileage and over night for the trainer. Jill will verify times at JWMS. The E is scheduled for Aug 1-2-3 with a minimum of 12 participants. CCYSA doesn't pay for travel coaches but will pay for others. Jill will send a list of those who need training to Mike along with what they need. Mike will be the coaches' liaison. VYSA requires F license.
CAMP: So far, five half-day morning youth have signed up. Mike needs to make sure that the camp is full. Pam gets the check to hold until July 1 so we can be sure we have enough kids. Mike gets the form. Kim will find out Challenger contract parameters.
INFRACTION GUIDELINES: Frank will develop infraction guidelines, which need to be presented to coaches at the beginning of the season. He will have standards for the number of violations, what happens and the appeals process. Spectators will be under coaches' control.
REFEREES: Doug will send a blank spreadsheet to Jill so she can arrange for payment of the referees. The minimum number of games for refs is 10 games over 2 seasons when CCYSA pays for certification. Jill needs to address non-participation. To obey ODSL rules, referees must be older than team they are refereeing for.
BOARD: Kim will ask McCall to invite a CCYSA representative to a park board meeting.
Frank and Doug will write a position paper for soccer - what are the goals of CCYSA and what do we want to be?
Frank will have U12 girls, the Twisters, in ODSL.
Betsy will have a U12 team under Winchester.
Frank will get birth certificates from Peggy.
Doug is going on walk through of senior field.
Chip put the sponsor page online.
BRYSA: A coach allegedly played an unregistered player during more than half the games. Kim will investigate and send a letter of reprimand.
DCUNITED: Frank will call D.C. United and Doug will call the bus company to see if we can organize a trip for coaches.
BLANKETS: We are charging $40 or two for $70. CCYSA pays $23 per. The Chicks can pay us $30 per blanket and use it as a fundraiser.
